They can be either, but in my studio, headshots are typically photographed horizontally unless you ask for vertical.
Here’s why: on places like LinkedIn and most company websites, you get a tiny amount of space to make an impression. A horizontal crop usually lets us frame your face larger in that small profile window. If the image includes too much body in a small circle or thumbnail, people can’t actually see you. And the whole point of a headshot is that people recognize you quickly.
